Regan and Gonerial are both resposible because they knew what they had planned from the beginning they both hated him and did not want him in their presence. All they did was pretend and flatter him because they knew he loved to be Flattered.
They were each others right hands and they made sure that King Lears could not change his decision even if he wanted to when he finished dividing the kingdom among them. Regan and Gonerial only wanted to see him suffer.
